BANKING UPDATES: February is shaping up to be a busy month for local financial centers. Earlier, it was announced Roger Smith was retiring from River City Bank after more than four decades of local banking. A search continues for his replacement. Below is the announcement of a promotion also at River City and we expect a separate update early next week on another bank and veteran banker. The latest:
